FACULTY COUNCIL MEETING

NOVEMBER 20, 2000

The monthly meeting of the HEA Faculty Council was held on Monday, November 20, 2000 at the Hackensack Middle School. The meeting was called to order by President Robert Kern Curtis at 3:30 p.m.

The minutes of the October 20, 2000 meeting were approved with corrections. A motion to accept the minutes was made by Vida Story. The motion passed.

Treasurer's Report. The treasurer was absent. President Curtis distributed the budget report for October. A motion to accept the Treasurer's report was made by Vida Story. The motion passed.

Corresponding Secretary’s Report. The Corresponding Secretary received a letter of resignation from Cecilia Reilly. Cecilia Reilly is resigning as Building Representative for the Middle School due to a scheduling conflict.

Recording Secretary’s Report. No report.

BCEA Report. Representative Alma-Dash Cook reported that the name cards and key tabs sent from BCEA are to be maintained by each member for a five-year period.

Vice President’s Report. No report.

President’s Report. Ingrid Davis presented the report. Representative Davis attended the committee meeting concerned with the 100 hours of teacher education. She reported that a memo will be sent to all members of the Association informing them of how to accomplish the 100 hours. A report on Hackensack's plan for the implementation of the 100 hours is due to the State no later than November 28, 2000. The next meeting of the committee will be held on November 21, 2000. The members of the committee are Georgiana Brown, Amy Curry, Ingrid Davis, June Porto, Pete Capone, and Dr. Sabrina King. NJEA has a website that can be used by members to keep a record of the hours completed by each member.

Membership Committee. The Chair reported that there was an oversight discovered when NJEA submitted their list of HEA members. Several new teachers were not listed as members of the Association. Letters will be sent to those teachers encouraging them to join.

Election Committee. No report.

Social Committee. President Curtis reported that there will be an increase in the cost of the tickets for the Honor's Dinner

Negotiations Committee. The Chair reported that the meeting with the Board of

Education, HEA, and the mediator will be held on November 27, 2000.

Legislative Committee. The Chair attended a meeting at the BCEA office. The meeting was concerned with State lobbyists. The next meeting will be held in January 2001.

Professional Rights and Responsibilities. President Curtis presented the report. There was a level one grievance hearing with President Curtis and an administrator at an elementary school. President Curtis received a letter, from a teacher at the Middle School, concerning the overcrowded lunch periods and the lack of adequate teacher/administrative supervision during the lunch periods. He met with the superintendent and Mr. Capone concerning the matter. Teachers must also meet with TALC and the building administrator to have further dialogue concerning the problem. This year, there are 380 students in the cafeteria during each lunch period.

Teacher Education. Representative June Porto was absent. President Curtis suggested that members interested in teaching a course or members with new course suggestions should contact June Porto at Parker School.

TALC. President Curtis reported that no TALC reports have been received this school year. Each school should set up the TALC meeting with the administrator, as soon as possible, and submit the report to Vice President Brown. TALC meetings are to be held in the fall and spring.

The problem concerning additional telephones in an elementary school was discussed again. President Curtis reported that funds would be made available for more telephones if the building administrator makes a request. In one elementary school, there is only one phone available for use by the entire staff.

President Curtis suggested that, in the case of the Fairmount School emergency, members who incurred additional expenses because of excessive use of their private cellular phones should submit the bill to the Board of Education.

Administrators, without consultation and negotiation with HEA, should not change the use of faculty rooms.

There is a problem with substitute teachers in all schools, especially with coverage provided for special area teachers.

Planning periods are duty free for all teachers.

Old Business. There has been no recent discussion with the Board of Education and HEA concerning the contract. The next meeting will be held, with the mediator, on November 27, 2000.

New Business. There was no new business.

With no further business, the meeting was adjourned at 4:17 p.m.
