Faculty Council Meeting
February 24,2002

The monthly meeting of the HEA Faculty Council was held on Monday, February 24, 2002
at the Hackensack Middle School.  The meeting was called to order by President Robert 
Curtis at 3:32 p.m.

A motion to accept the minutes of the January 28, 2002 meeting was made by Vida Story.  The motion passed.

Officers' Report.


Treasurer's Report. Mark Porto 

The treasurer presented the budget report.  BCEA and NJEA covered eighty (80) percent of 
the cost of the January Association Workshop. 
 
A motion to accept the report was made by Vida Story.  The motion passed.


Corresponding Secretary's Report.  Beverly Nelson

The Hilton sent a thank you note and a questionnaire designed to rate their services.


Recording Secretary's Report. Betty Meeks Manning.  No report. 


BCEA Report.  Elaine Williamson

BCEA is researching other companies to replace the Washington National short term 
insurance policies. 
BCEA encourages members to support school budgets.
Delegates are needed for the NEA Dallas Convention.

Vice President's Report. Georgiana Brown

Vice president Brown has received one T.A.L.C. report. Copies of all T.A.L.C. reports 
should be submitted as soon as possible.

President's Report.  Robert Kern Curtis

Beverly Nelson was thanked for the scheduling and planning of the Association Workshop.
President Curtis reported that two grievances will be filed concerning the increase in 
workload for inclusion and special education teacher and the lack of substitutes for 
teacher assistants.


School Reports.

High School.  There is great concern about the increase in workload for special education 
and inclusion teachers.  Completing student I.E.P. 's requires an excessive amount of 
time and effort.  Release time or extra help were discussed as alternatives to help 
reduce the workload.
The principal has not rescheduled the T.A.L.C. meeting.
 
Middle School.  The Middle School has held a T.A.L.C. meeting.  The report will be sent 
to the vice president.

5ive6ix School.  The first meeting of T.A.L.C. has been held.

Parker.  There was a discussion concerning the proper coverage of classes of kindergarten 
teachers when they are attending workshops.

Jackson Avenue.  There was a discussion concerning the $1000 fund for improvements to 
the teachers' room.   There have been no funds disbursed to date.  President Curtis will 
meet again with Dr. Montesano to discuss the matter.
There was a discussion concerning the limitation on the use of the copy machine.

Hillers.  The parking situation is still critical. There has been no change in the        
situation.

Fairmount.  Fourth grade teachers are concerned about the excessive amount of time 
required to collect lunch money from students.   The concern is that the time required 
takes away from classroom time and that it should not be a responsibility for teachers.

There was a discussion concerning the lack of a bathroom in the teachers' room.  Teachers 
would like to have the teachers' room which is now being used for storage.


Committee Reports.

Membership Committee.  Susan Young    No report.

Election Committee. Denise Corso - Absent

President Curtis presented the report.   In March, preparations must be made so that HEA 
elections can take place in April.  New officers and building representatives take their
seats May 1,2002. 
 Delegates for the NEA Dallas Convention must be elected at the next Faculty Council 
meeting.

Social Committee. Maria Matera  - Absent
President Curtis presented the report.  The Honors Dinner will be held Thursday May, 23.

Negotiations Committee.  Lynn Berhalter.  No report.

Legislative Committee. Vida Story

The Chairperson reported that it is extremely important for members to encourage family 
and friends to vote in the school budget election.  There is great concern about this 
school budget.
The next Legislative meeting will be held during the week of March 4.

Professional Rights and Responsibility Committee.  Dr. Robert Kern Curtis

This report was included in the President's report.

Teacher Education Committee.  Nikki VanEss

There are two new classes.  They will both start on February 28, 2002.

T.A.L.C.  Georgiana Brown.  No report.


Old Business.  None.

New Business.    There was a discussion concerning accountability for student 
achievement as shown on test schools.  Is the Responsibility solely the teachers' 
or is it the responsibility of the entire school system - teachers, administrators, 
and parents?  Who are the critical friends to school base administration and what 
effect do they have on the classroom teacher?
 

With no further discussion, the meeting was adjourned at 4:33 p.m.
